What is symbolism?
Don't forget as you're reading the book of Lamentations, it is a book of poetry. Another piece of figurative language you see in this book of the Bible is symbolism. 

Symbolism is an idea, image, object or symbol that is used to represent something other than its literal meaning.

How the Lord has covered Daughter Zion
    with the cloud of his anger!
He has hurled down the splendor of Israel
